Safety Management SystemBasis The Safety Management System has been established in accordance with the recommendations of the Port Marine Safety Code (March 2000) and Guidelines for Good Practice (4th draft) as published by the DTLR.
Exercise The purpose of the Safety Management System is to improve the level of safety for everyone using the waters that constitute the area of jurisdiction for the Dockyard Port of Portsmouth.
System The Safety Management System (SMS) is developed around 6 main headings:
Application The application of the SMS will be the responsibility of QHM as the Duty Holder and under the review of the Designated Person. The SMS is regarded as a living document and will require to be used as a tool and actively driven by QHM and his staff. Equally, QHM will be expecting all other users of the water area to familiarise themselves with the sections of the SMS applicable to them and QHM undertakes to make the SMS openly available for public use, consultation, comment and suggested improvements. The SMS shall be reviewed at least every two years by steering group consultation made up of a broad representation of stakeholders.
Facts The Safety Management System will be used to record and collate data which can then be used over time to update the risk analysis and aid the decision making tools for implementation of improvements to safety.

The Safety Management System is constructed so that the main policy contents included in Sections 1 to 6 are supported by appendicies that follow a common theme. In doing so we hope to reflect that main policies generally remain unaltered for some time, whereas supporting appendicies should be "live" documents that are amended as necessary in responce to experience. We consider that the Safety Management System is a enclosed-loop system where lessons learnt are reflected in amendments to processes and practices, thus affording the greatest opportunity for continual improvement.
